MacKay sidesteps Mideast controversy Minister takes no position on issue of refugees

JERUSALEM • Foreign Affairs Minister Peter MacKay found himself caught up in the tricky, emotive semantics of the Middle East during his first visit to the region yesterday.

After Mr. MacKay lavished praise on Israeli Foreign Minister Tzipi Livni at a news conference as a future leader of the Middle East peace process, he refused to be drawn out on whether he or Canada agreed with Ms. Livni’s strongly held view that Palestinian refugees had no right of return to the Jewish state.
