NDP Leader Jack Layton has set a price for supporting the Conservative’s on their next budget - it will depend on the environment.

Layton told university students Tuesday that "any support for an upcoming budget is going to hinge on how it will advance the battle on climate change."

Layton ridiculed the Harper Government’s "oxymoronically named" Clean Air Act, saying "it would make the air filthier, in fact."

The legislation, now before a House of Commons committee, needs to be "completely and utterly rewritten," he told about 200 at Université du Québec à Montréal.

When it came to specifics, however, Layton would not say what his absolute bottom line was to avoid voting down the government on a budget.

The NDP, however, will insist on mandatory fuel emission standards for vehicles, similar to those that will be in effect next year in some parts of the U.S., he said.

He also urged the Harper government to change policy and respect commitments agreed to by the Liberals to reduce greenhouse gazes under the Kyoto Protocol.

Layton said Ottawa should end $1.4 billion in Canadian subsidies to big old and gas companies, which are wealthy and do not need financial aid.
