If Harper feels that he has the prerogative to opt-out of ethics investigations (this is the second), what else will he opt out of?
Why bother "strengthening" an institution that you have no intention of respecting?
Until Shapiro is sent packing, Harper has an obligation to participate with his investigations. Anything less is contempt.
